In 2002 Commendium was given the task of representing the North-West of England in a project to ensure the availability of broadband telecommunications across the country. Commendium was instrumental in devising the approach to aggregate public sector spends on telecommunications to lever private sector investment to provide broadband solutions.

This resulted in a series of framework contracts, offered by the Office of Government Commerce to supply telecoms to the public sector. These offered significant savings for the public sector bodies and enabled contracts of sufficient depth and size to ensure infrastructure developments. Those same developments have provided the foundation on which local broadband has been provided.
